To me I think both are to be blamed. The citizens and the government they are all responsible for the current situation of things in Nigeria.
So many citizens during election even when they know that this man has nothing to offer but because of the urgent 5k bribe they would collect the money and vote for the wrong candidate!!! Thereby selling themselves for an 8 years of pain
The government are also responsible in the sense that when they are being elected they will fail to deliver their various campaign promises!!!
